Increased delay in submitting transactions to EVM chains

We experienced an increase in transactions mine time going from approximately 30 seconds to mine to a couple minutes to mine. This resulted in slightly increased delays in getting transactions mined from the mempools; however no timeouts occurred, and all submitted transactions were eventually mined. We have implemented a fix and quickly have seen a fully recovery.
